This PR is a purely internal code refactor — batch 5 of the migration replacing getDisplayNameOrDefault with temporaryGetDisplayNameOrDefault and threading a translate function through the report-name utilities (ReportNameUtils.ts, ReportUtils.ts, reportAttributes.ts, and related tests/components).
